The Europa-Kolleg-Hamburg and the Bundeskanzler-Helmut-Schmidt-Stiftung are pleased to announce the appointment of Prof. Dr. Eva Gabriele Heidbreder as this year’s Scholar-in-Residence. Prof. Heidbreder, an outstanding political scientist and expert in the field of governance within the European multi-level system, is particularly responsible in this context for the international conference “The European Union Evolving: Entry, Exit, and Exclusion.”
Eva Heidbreder holds the Chair of Governance in the European Multilevel System at Otto von Guericke University Magdeburg, as well as a Jean Monnet Chair. Her academic career has taken her to Heinrich Heine University Düsseldorf and to various renowned German universities as a visiting professor. Her research focuses on EU policymaking, the institutional development of the EU, the involvement of civil society in EU processes, and the shaping of the EU within member states. Current projects address member-state EU policymaking and the impact of the Russian war against Ukraine on EU policies.
As part of the Scholar-in-Residence Program funded by the Hamburg Authority for Science, Research, Equality, and Districts, Professor Heidbreder is organizing the conference “The European Union Evolving: Entry, Exit, and Exclusion” at the Europa-Kolleg Hamburg (November 16–17, 2023). The conference brings together leading European studies scholars from across Europe for a critical academic assessment of the EU’s development as a political system, with particular attention to upcoming accessions, recent withdrawals, and dominant political issues.
An integral part of the conference is a pre-workshop for early-career researchers (November 15, 2023). The workshop offers doctoral candidates and postdocs from Hamburg and Magdeburg a platform to present their research, engage in discussion with established experts, and network and exchange ideas within the field.
The appointment of Prof. Dr. Heidbreder as Scholar-in-Residence underscores the commitment of the Europa-Kolleg Hamburg and the Bundeskanzler-Helmut-Schmidt-Stiftung to attracting leading experts in their respective fields and thereby promoting academic research and teaching in the field of European studies. Ms. Heidbreder succeeds Kiran Klaus Patel, Professor of European History at Ludwig Maximilian University of Munich and an expert on the history of the European Union, who was appointed Scholar-in-Residence during the program’s inaugural year in 2021.

Every two years, the Bundeskanzler-Helmut-Schmidt-Stiftung, in cooperation with the Europa-Kolleg Hamburg, offers a distinguished Scholar-in-Residence program. The program is aimed at academically outstanding scholars from Germany and abroad whose research focuses on Europe and international relations. During their stay in Hamburg, the Scholar-in-Residence plans an academic conference on a previously under-explored aspect of historical, political science, legal, economic, or cultural issues.
